Broome County Riverbank Clean-Up
This year’s Riverbank Clean-Up will be held:

The Broome County Environmental Management Council (EMC) once again invites community groups, organizations, and individuals to participate in the annual Broome County Riverbank Clean-Up. The EMC will provide your group with supplies, arrange to have your trash picked up, and help you to select a location.

Applying NYS Green Infrastructure Requirements to GP-0-10-001 Construction Projects

The primary objective of this workshop is to provide SWPPP reviewers with valuable information and direction to determine if a Stormwater Pollution Prevention Plan (SWPPP) meets new green infrastructure standards in the 2010 NYS Stormwater Management Design Manual (Design Manual).

The Broome-Tioga Stormwater Coalition will be holding a 4-hour erosion and sediment control training for contractors, developers, engineers and any individuals invovlved in soil disturbance activities. Under the NYS DEC's stormwater permit, all developers, contractors and subcontractors must identify at least one trained individual to be responsible for implementation of the SWPPP and one trained individual on site during soil disturbance. These individuals must have 4 hours of training in the principles and practices of erosion and sediment control.

In March 2011, the NYSDEC updated the New York State Stormwater Management Design Manual to include Green Infrastructure Requirements. This manual is a key component in the development of Stormwater Pollution Prevention Plans (SWPPP). This workshop provides an opportunity to look at the use of green infrastructure practices on site specific designs to achieve the goals established in the NYSDEC Stormwater Design Manual.

The Tioga County Water Coordinating Committee will be holding their 11th annual stream cleanup. All you need to do is register with the Tioga County Soil and Water Conservation District (SWCD). If you are interested in registering a group for this year's stream cleanup program please contact the Soil and Water Conservation District at (607) 687-3553/2240 or stop by our office Monday through Friday 8:00 a.m. to 4:00 p.m. on 183 Corporate Drive in Owego.

Webcast - Meeting the Public Education Requirements of the Muncipal Stormwater (MS4) Permit

The Susquehanna River Basin Commission (SRBC) will demonstrate its new web-based mapping product, Susquehanna Inundation Map Viewer (SIMV). SIMV displays expected areas of flood inundation relative to forecasted stages at a local river forecast point.

The U.S. Environmental Protection Agency has released a draft Chesapeake Bay Total Maximum Daily Load (TMDL), a mandatory “pollution diet” designed to restore the Chesapeake Bay and its vast network of streams, creeks and rivers. The U.S. Environmental Protection Agency has released a draft Chesapeake Bay Total Maximum Daily Load (TMDL), a mandatory “pollution diet” designed to restore the Chesapeake Bay and its vast network of streams, creeks and rivers. The draft sets limits on the amount of nitrogen, phosphorus and sediment pollution discharged into the Bay and each of its tributaries by different types of pollution sources. The draft TMDL calls for 25 percent reductions in nitrogen and phosphorus and at least a 16 percent reduction in sediment to achieve a healthy Bay and local rivers.
The Draft TMDL which contains evaluations of the plans and EPA adjustments for all seven jurisdictions can be found at http://www.epa.gov/chesapeakebaytmdl.
The release of the draft TMDL begins a 45-day public comment period that will include 18 public meetings in all six watershed states (Virginia, Maryland, Pennsylvania, Delaware, New York and West Virginia) and the District of Columbia. A full public meeting schedule, including registration links for online broadcast is available on the Bay TMDL web site: www.epa.gov/chesapeakebaytmdl. The web site also provides instructions for accessing the draft TMDL and providing formal comments.
The TMDL is designed to ensure that all pollution control measures to fully restore the Bay and its tidal rivers are in place by 2025, with 60 percent of the actions completed by 2017. The final TMDL will be established December 31.

Sponsored locally by the Broome County Environmental Management Council, this event is part of the International Coastal Cleanup sponsored by the Ocean Conservancy and in the northeast by the NY Chapter fo the American Littoral Society. If you provide a team of enthusiastic and energetic volunteers, the EMC can help you select a section of river or stream bank to clean, contact your municipal trash hauler, and provide garbage bags, data collection cards, an aerial photo of your site, and thin latex gloves while supplies last.

Local governments are facing growing challenges to manage stormwater runoff due to aging infrastructure, ever-increasing capital needs and unfunded federal mandates to manage water quality. Successful county and municipal stormwater program managers are now recognizing that providing stormwater management is a basic utility service similar to water supply and wastewater utilities. Well-designed fee structures for the stormwater services can provide reliable funding for management systems that are supported by the public. This teleconference will provide guidance for securing elected official, senior management and public support for a utility, defining an effective stormwater management program, identifying and analyzing adequate revenue sources to reliably support the program, and implementing a stormwater utility and impact free program.

Under the NYS DEC Stormwater Permit, all developers, contractors and subcontractors must identify at least one trained individual from their company that will be responsible for implementation of the SWPPP, and have at least one trained individual on site on a daily basis when soil disturbance activities are being performed. Also, developers must have a qualified inspector conduct regular site inspections in accordance with the construction general permit. These individuals must have 4 hours of training in the principles and practices of erosion and sediment control.

The CRS is a voluntary program that assesses a community's ability to mitigate flood damage. The CRS recognizes and encourages community floodplain management activities that exceed the minimum National Floodplain Insurance Program requirements. Residents in participating communities receive reduced rates on their flood insurance, typically ranging from 5% to 10%. Contractor Erosion and Sediment Control Training
Tioga and Broome County Soil and Water Conservation Districts will be hosting a 4-Hour Contractor Erosion and Sediment Control Training on May 5, 2010 at the Broome County Cornell Cooperative Extension on Upper Front Street in Binghamton. Registration begins at 8 am and the presentation will begin at 8:30 am. Participants must pre-register with Tioga County SWCD. The cost is $75 per person. Register by April 28th. Floodplain and Stormwater Training Opportunities
The NYS Floodplain and Stormwater Managers Association, along with the Delaware County Soil and Water Conservation District will sponsor two days of training in floodplain and stormwater topics on May 4 and 5, 2010 at the Holiday Inn in Oneonta, NY. The program includes an opportunity to take the Certified Floodplain Manager exam. Registration for the exam is through the Association of State Floodplain Managers at www.floods.org.
The Association plans to have a similar event in the Batavia area in the fall for those in Western NY.

Western New York Stormwater Conference and Tradeshow
The Western New York Stormwater Coalition presents the 2010 WNY Stormwater Conference and Trade Show. Features of this years conference include essential information on New York's Phase II Stormwater Permits, a green infrastructure track, innovative compliance strategies, the latest in stormwater technology design and equipment and half day trainings and workshops.
